Practical Assessment - Instructions for Assessor
Conditions of Assessment: Assessors must satisfy SNR/ASQA assessor requirements.
Competency is to be assessed in the workplace or a simulated environment that accurately reflects performance in a real workplace setting. Where assessment of competency includes third party evidence, individuals must provide evidence that links them to the required outcomes of the unit. Assessors must verify performance evidence through questioning on skills and knowledge to ensure correct interpretation and application.
Demonstration Requirements: Trainee is to demonstrate –
• Locates and applies relevant documentation, policies and procedures.
Implements the requirements, procedures and techniques for the safe, effective and efficient completion of the performance of dogging through:
• Reading work load limit tags.
• Using ropes as tag lines.
Using ropes to connect to loads using each of the following knot types:
• Clover Hitch.
• Rolling Hitch.
• Single Sheet bend.
• Bowline.
• Calculating mass, dimensions and centre of gravity of the load and assessed for lifting requirements.
• Lifting/slinging points on the load are identified and correctly used.
• Clearing work area of materials by disposing, reusing or recycling on completion of the work.
Works effectively with others to undertake and perform dogging that meets all of the required outcomes through:
• Communicating hazards and determining elimination or control of hazards.
• Coordinating lifting sequence with others.
• Reporting work completion to relevant personnel.
Demonstrates completion of dogging that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:
• Write a preliminary dogging plan which must include the following points in detail:
- Confirmed details of dogging requirements.
- Confirmed dimensions.
- Site access and egress.
- Suitability and availability of materials.
- Tools and equipment.
- Identification of potential hazards.
- Probable control measures.
- Identification of site coordination requirements.
Selecting and conducting pre and post operational inspection on equipment including:
• Lifting equipment.
• Personal protective equipment.
• Communication equipment.
Move load in conjunction with crane/hoist including demonstrating the following for loads of varying weight, size and shape:
• Slinging the load.
• Loading.
• Directing the crane/hoist operator in the movement of a load when the load is out of the view of the crane/hoist operator.
• Directing the crane/hoist operator in the movement of a load when the load is in view of the crane/hoist operator.
• Directing the crane/hoist operator in the landing of a load when the load is out of the view of the crane/hoist operator.
• Directing the crane/hoist operator in the landing of a load when the load is in view of the crane/hoist operator.
• Assessor is to schedule an appropriate time and duration for the Trainee to demonstrate the assessment task/s and associated questions.

Oral Questions: Questions must be asked while the demonstration is taking place or if appropriate directly after the task/s have been completed.
Flexibility: Assessor to modify activities to cater for variations in workplace context and environment.

Practical Assessment - Instructions for Candidate
To meet the requirements of this unit of competency, you will be required to successfully complete the Practical Assessment. The assessor may be also asked to provide additional evidence to attach to the Practical component. This checklist should be completed in the following ways: -
(Satisfactory)- Indicates demonstration to an acceptable industry standard with application of required knowledge, problem solving, following safe work practices and meeting the workplace responsibilities and expectations as required.
(Not Yet Satisfactory)- In this case, reasons should be given to justify a decision of being unsuccessful.
Re-assessments should be carried out only on that particular area where the participant were deemed unsuccessful and further evidence is required. The trainer or assessor needs to observe you demonstrating the following essential skills in your workplace or in a simulated environment. In order to achieve competency in this unit, every box should have a tick.
Conditions of Practical Assessment: The assessor / trainer will provide the instructions, if you are unclear about what you have to do, clarify instructions with your assessor /trainer before commencing practical tasks. You must be observed independently, and all activities demonstrated satisfactory. Practical tasks must be undertaken with correct footwear, high vis clothing and other Personal Protective Equipment (PPE) that may be required as appropriate.
The Practical Assessment may be stopped immediately at any time if you act in a way that puts yourself, other learners, the assessor / trainer, property or equipment in any danger. If this happens, rescheduling of the assessment will be at the discretion of your assessor / trainer.

A1 - Identify and isolate ALL unserviceable items.

A2 - Explain what you would do with the unserviceable items.

A3 - Explain the characteristics/SWL of the applicable lifting gear. (Note: Assessor to select chain or FSWR slings or webbing slings).

A4 - Explain the principles of proper sling storage for all types of slings.

Section B - Plan and Prepare Work

B1 - Locate compliance documentation relevant to dogging operations.

B2 - Receive and interpret dogging plan.
-
B3 - Applicant to explain how they would obtain, interpret and clarify work requirements (eg. Permits, work instructions).

B4 - Adequate site access and egress.

B5 - Determine or confirm mass and dimensions of load.

B6 - Appropriate lifting gear is identified.
-
B7 - Job method and sequence is developed to include hazard prevention control measures and safety procedures.

B8 - Barricades and traffic control.

B9 - Warning signs and flashing lights.

B10 - Calculates the load mass and centre of gravity.

B11 - Calculates the requirements for slings and equipment to undertake job.

B12 - Identifies on-site hazards, such as:
• Overhead power lines.
• Trees.
• Overhead service lines such as steam, gas, water & telephone.
• Underground services.
• Uneven and/or unstable ground.
• Hazardous materials.
• Floor loading.
• Other workers and persons.
• Surrounding buildings/vessels/structures.
• Inadequate lighting.
• Radio interference.

C1 - The hook block is positioned over load’s centre of gravity.

C2 - The hook is positioned at a suitable height to connect the lifting gear safely.

C3 - Lifting gear is securely connected to the hook block.

C4 - A tagline is secured as appropriate.

C5 - Load is correctly slung and secure.
-
C6 - Crane signals are timed and sequenced correctly.

C7 - Load movement is controlled.
-
C8 - Stated clearances are maintained between load and crane boom or outriggers.
-
C9 - Load is moved within the operating radius of the crane.
-
C10 - Load is moved in a safe manner at heights, in confined/enclosed spaces or within uncompleted structures as required.
