Practical Assessment - Instructions for Assessor
Conditions of Assessment: Assessors must satisfy SNR/ASQA assessor requirements.
Competency is to be assessed in the workplace or a simulated environment that accurately reflects performance in a real workplace setting. Where assessment of competency includes third party evidence, individuals must provide evidence that links them to the required outcomes of the unit. Assessors must verify performance evidence through questioning on skills and knowledge to ensure correct interpretation and application.
Demonstration Requirements: The candidate must demonstrate the ability to complete the tasks outlined in the elements and performance criteria of this unit.
The candidate must demonstrate completion of telescope materials handler operations that safely, effectively and efficiently follow workplace procedures to carry out work activity on at least two occasions, and include:
• Performing pre-start, start-up and shutdown procedures.
• Checking controls, brakes and attachments for manoeuvrability and serviceability and rectifying or reporting faults.
• Operating the telescopic materials handler.
• Attaching and securing appropriate lifting gear.
• Shifting the load.
• Selecting, fitting, testing, using and removing attachments, which must be certified and approved in line with workplace procedures.
• Transporting the machine and equipment between work sites.
• Parking and securing equipment.
In the course of the above the candidate must also:
• Locate and apply required documentation, policies and procedures.
• Select and wear personal protective equipment required for work activities.
• Apply safe work practices, identifying and reporting potential hazards and environmental issues, and assess risks.
• Access, interpret and apply technical information.
• Apply fault finding techniques.
• Monitor and manage equipment performance using indicators and alarms.
• Identify common equipment faults.
• Use a range of communication techniques and equipment essential to the safe completion of work activity, including hand, audible and other signals.
• Meet written and verbal reporting requirements and procedures associated with telescopic materials handler operations.
Assessor is to schedule an appropriate time and duration for the Trainee to demonstrate the assessment task/s and associated questions.
Oral Questions: Questions must be asked while the demonstration is taking place or if appropriate directly after the task/s have been completed.
Flexibility: Assessor to modify activities to cater for variations in workplace context and environment.

Practical Assessment - Instructions for Candidate
To meet the requirements of this unit of competency, you will be required to successfully complete the Practical Assessment. The assessor may be also asked to provide additional evidence to attach to the Practical component. This checklist should be completed in the following ways: -
(Satisfactory)- Indicates demonstration to an acceptable industry standard with application of required knowledge, problem solving, following safe work practices and meeting the workplace responsibilities and expectations as required.
(Not Yet Satisfactory)- In this case, reasons should be given to justify a decision of being unsuccessful.
Re-assessments should be carried out only on that particular area where the participant were deemed unsuccessful and further evidence is required. The trainer or assessor needs to observe you demonstrating the following essential skills in your workplace or in a simulated environment. In order to achieve competency in this unit, every box should have a tick.
Conditions of Practical Assessment: The assessor / trainer will provide the instructions, if you are unclear about what you have to do, clarify instructions with your assessor /trainer before commencing practical tasks. You must be observed independently, and all activities demonstrated satisfactory. Practical tasks must be undertaken with correct footwear, high vis clothing and other Personal Protective Equipment (PPE) that may be required as appropriate.
The Practical Assessment may be stopped immediately at any time if you act in a way that puts yourself, other learners, the assessor / trainer, property or equipment in any danger. If this happens, rescheduling of the assessment will be at the discretion of your assessor / trainer.

Section A - Plan and Prepare

A1 - Locate or create a Safe Work Method Statement for a telehandler task and outline how it relates to the described task.

A2 - Locate and environmental protection plan that includes methods for controlling dust, noise and waste management. Explain and demonstrate how you would carry out the requirements.

A3 - Locate the emergency evacuation information and identify how you would exit the building in case of an emergency.

Section B - Hazards
-
B1 - Inspect the work area and path of movement for hazards.
-
B2 - Conduct a risk assessment for identified hazards.
-
B3 - Check to see if there are any existing procedures in place to deal with the identified hazards. Including MSDS and materials handling methods.
-
B4 - Consult with appropriate personnel to determine appropriate hazard control measures.
-
B5 - Implement hazard control measures including erecting barricades and signage to isolate the work area.
-
B6 - Ensure that all control measures are implemented in accordance with the environmental protection requirements of the site.
-
B7 - Review the new risk level of any controlled hazards and take appropriate action if risk level is still too high.

Section C - Routine checks

C1 - Tools and equipment (selected by your trainer).

C2 - Pre-start checks.
-
C3 - Post start-up (operational checks).
-
C4 - Complete a fault report (contained in the Telescopic Materials Handler Daily Inspection Checklist) for any identified faults.

C5 - Demonstrate the correct procedure for dealing with identified faults on the telehandler (tagging and isolation techniques).

C6 - Checks for signs of damage and ware.
-
C7 - Checks fluid levels (allow engine to cool before checking some fluids).
-
C8 - Remove and replace basic components as required (check operator’s manual for instructions for the specific telehandler you operate).

C9 - Report any faults you find to an authorised person and complete a fault report.
-
C10 - Checks controls, brakes and attachments for manoeuvrability and serviceability and rectifying or reporting faults.

Section D - Operate

D1 - Identify the most appropriate attachment for a task and explain your choice.
-
D2 - Demonstrate the correct procedure for fitting an attachment to the telehandler. Refer to the manufacturer’s instructions for the correct procedure.

D3 - Demonstrate how you would test the attachment for correct fitting, operation and serviceability.
-
D4 - Determine the weight of an unmarked load the load may include:
• Palletised items.
• Earth/gravel/materials.
• Loose items such as pipes or construction materials.

D5 - Pick up palletised items using a fork attachment.
-
D6 - Shift soil using a bucket attachment.
-
D7 - Level an area using the bucket of the telehandler.
-
D8 - Pick up a load using a jib and sling arrangement. Demonstrate how to check the load chart. Appropriate lifting gear needs to be selected based on the type and weight of the load.

D9 - Follows directions and maintains communication with relevant personnel.
-
D10 - Maintains safe operating speeds and follows site rules and procedures.
-
D11 - Avoids unstable or uneven terrain.
-
D12 - Uses outriggers where additional stability is required.

D13 - Demonstrates the following hand signals:
• Stop
• Travel
• Boom up
• Boom down
• Telescope in
• Telescope out

D14 - Prepare for transportation by locating relevant information for the telehandler and reporting findings to relevant personnel.

D15 - Selecting, attaching and securing appropriate slings and lifting gear.

D16 - Shifts the load.

D17 - Selecting, removing and fitting attachments.

D18 - Transports the machine and equipment between work sites.

Section E - Park and Shutdown
-
E1 - Park the telehandler avoiding site and equipment hazards.

E2 - Park on a flat level surface.

E3 - Apply locks and holding brakes.
-
E4 - Put telehandler in neutral gear (if applicable).
-
E5 - Release pressure from hydraulic lines.
-
E6 - Remove the keys from the ignition and lock the cab (where appropriate).

E7 - Take any other appropriate action as defined by the operator’s manual.

E8 - Ensure work area is cleared, materials are disposed of or recycled, and attachments are cleaned and stored in designated locations.
